Do you bypass the indoor "nursery" scene in the PP queue during ETPE?

We really love this, so we'll probably plan it for another time if you do miss it during early entry.

While I'm asking, what about during extended evening hours?

I rope dropped PP for ETPE in January and they had everyone going through the entire queue. Can't help you with the extended evening hours.
 
We went to PP first thing during EE last week, and still had a 45 min wait for PP. We did go through the nursery, the first time I've ever seen it because we had only used FP or EMM/DAH to ride before. I guess I'm glad I saw it once, but I would much rather have the no wait than see the nursery haha. It kind of screwed up our day having to wait 45 min for the first ride and then being in line when the park opened at 9:00 instead of getting to go right to Splash or BTMRR.

Wow, a 45 min wait does make me rethink if PP's worth it during ETPE. . . we could maybe do Pooh instead, and then hightail it to Splash (as you had planned) or Jungle Cruise to get ahead of the regular rope drop crowds in that area (assuming we'd be allowed into the area directly from Fantasyland. . .I know those rides are not part of ETPE).

There’s a rope by Columbia Harbor House so you are held there so you aren’t ahead of regular rope drop crowds.

Yes, our MK day did not go as planned. I made the dumb mistake of forgetting that the entire park is not open for EE! I just completely forgot, the MK was our last park to hit on our trip, and for the other parks that we went to for EE that wasn't an issue. So I got a LL for JC that was 9:05 (I would have preferred later, but you get what you get) and booked ILL for Space around 11:30 and SDMT for around 2:30. Then I planned to go to Splash and BTMRR first, to have hopefully very little wait for the first and not too bad for the second. Well, everyone was let in early for EE and people who qualified to actually go past the hub and ride had to funnel way right at the hub and enter either tomorrowland or fantasyland. even though we were there before it started, there were a lot of people ahead and it was just crazy chaos. We went straight to PP, because my DH decided that's what he wanted to ride, and it was already out of the queue and into that congested area. We definitely should have bailed and done a little ride (stopping at Pooh on the way by would have been an awesome idea), and then still hurried to Splash and BTMRR right at 9:00. I noticed quite a few people didn't ride anything, they just waited for the 9:00 RD. It did really screw up my plan, and I don't bounce back well lol. I would definitely do it differently if I could do it over. We did end up riding Splash with LL around 5:30, and I was able to book BTMRR for LL later (I think 8 or 8:30) but because it was our second full park day in a row and we were all kind of over the crowds, waits, etc we left about 6:45 and didn't use the 3 LLs we had stacked at the end of the day. It just wasn't our best Disney day.
