Yes, post offices with a certain amount of revenue are subject to the mystery shopper program. We have to ask, How soon do you want it to get there (to determine class), Do you want (certified, insurance, etc.) with that, Is is fragile, liquid, perishable, hazardous (HAZMAT questions), and Do you need ( extra stamps, phone cards, stamped envelopes, etc.)? Some are required to ask the payment method, but I don't worry with that one anymore.

Clerks who are audited by the mystery shopper or their own supervisor can be held accountable, though. The post office has learned about POP buying over the past few years, and are pushing it heavily. Luckily my post office is just small enough that we got dropped from the mystery shopper program a few years back, so I spend my time educating customers about services, instead. I do ask most of the questions, but it's actually just a variation of what I had already figured out on my own many years before.
