Do they still do special characters on certain days in HS at the Art of Anination?

Yes, but not for the next couple of months. These character opportunities are often called "Characterpalooza" on these boards, but they only happen on days where the first Fantasmic is at 7:30p or later. Fantasmic is scheduled before that daily for the near future.

aww man. Do they do Characterpaloozas anywhere now? I know they use to do it by the old Train Station in Toontown, but that is gone.

That's not the same. Those are character training opportunities, and they are truly random, i.e. they cannot be predicted like Characterpalooza can. These occur now in Epcot almost exclusively, often by the International Gateway, near the US pavilion, or between the UK and Canada pavilion.

Not sure if it was "training" or not, but Ariel and Merida were greeting folks at the International Gateway at Epcot on Friday for a short while.
