Do I need PS for Boatwright's Breakfast?

if you go right as they open, then probably not. but later in the morning the restaurant does get busy.

Personally, when I'm in doubt, I make the PS. Boatwrights can get quite crowded, so it's better to be safe than sorry.

Probably not necessary, but might not be a bad idea.
We've done Boatwrights for breakfast many trips and never made PS. But lots of times we have waited 5-10 minutes for a table.
So if you know for sure what time you'll be eating breakfast, wouldn't hurt to make a PS.
