Do I have to purchase tickets before making ADR's?

My 180 window will open soon. We're not sure how many people will be going on our trip yet, so haven't purchased tickets. I realize I have to have a ticket to enter the parks in order to eat at restaurants that are located within the parks. Can I make ADR's without tickets?

Anyone can make ADR's 180 days out.
No ticket needed.
If you want to make FP+ selections when your FP+ window opens you'll need tickets already linked just so you're aware.

I would not make adrs if you don't know how many are going.

You can make ADRs without a ticket, but not FPs.
They will ask for a credit card to hold your ADRs.
Often it is easier to shrink a reservation than to increase the number. Once you have your ADRs made, if your number decreases, please let the restaurant know so they can plan accordingly and maybe open up room for others.
