Do I have this right?

I've been to Disney & stayed on property numerous times but always seem to book within 3-4 months of going. I am a FL resident and an annual passholder. I've always been able to apply one of those discounts to my stay. For my upcoming trip this year I've decided to plan and book almost 8 months out. Is it correct that if I book a room online now and then call Disney if any FL resident or passholder discounts become available I can then change my room reservation to the discounted rate?

Yes, as long as there are rooms available for your travel dates under that discount.

I booked a package at rack rate last year and then when AP discounts came out went ahead and called and booked an AP package w/ dinning, same resort & room category, deleted park tickets (as I purchased APs.) No problem, the money I'd paid was applied to the AP package and the ressie number even stayed the same.
I've read that this is not true if you have a room only ressie (which I currently have on a bounceback) and want to switch to a package. I believe if I'm able to book w/ an AP discount later on a package - adding dinning, I'll have to put a new deposit down and wait for a refund on my existing room only reservation.
So package to package is fine, room to package isn't.
Be aware that discounts seem to be based on which resorts aren't being booked as much, so by booking early and hoping for a discount later you may be reducing the chance that the room/view category you want will be part of future discount offers. One person is a drop in the bucket, but a lot of people might add up.
