I have never seen an ECV with a foot operated speed control.
Al the Disney ones, and those rented 'offsite' generally have a thumb operated speed controller combined with a rotary switch to control maximum speed.

That's not to say they don't exist, just that I've never seen one.

I have never seen one with a foot pedal, but I have seen one with a rotating hand throttle on one of the handlebars and a hand brake.

Reverse requires a turn of the key and the same motion on the handlebars.
