Okay, the yellow DME luggage tags should have been stapled inside the DME booklet that also has your vouchers in it. As long as the luggage tags have your correct name and destination - just go to the Welcome Center and tell them you didn't get vouchers.
And find a new Travel Agent.
I agree with the last sentence. I had a coworker who used a local travel agent here in our small town, who we found knew absolutely nothing about WDW and had never even been to WDW.

She had never been either and someone here at the hospital told her I went all the time, so she called me one night to ask for a few pointers. When I mentioned DME to her, she said, "Oh yeah, he said something about Disney would pick us up at the airport and transport us to the hotel, but said he didn't really know much about it and I'd have to ask someone there at the airport about it and they could direct me". When I told her about the yellow tags and DME booklet she said he didn't give her anything like that. The next night she called me to say she'd gone by and he gave her the yellow tags, but that was all, no booklet. I told her to go back and get the booklet with the vouchers in it, so the DME driver could scan them. She went back again the next day and the TA apologized and said he thought he was supposed to keep the booklet for his records.

This same travel agent told her he'd signed her up for a dining plan that would allow her to go to the front of the line at any restaurant they wanted to eat at and she could eat all she wanted all day long. Huh? There is nothing in the
DDP info that says anything even close to that, so where he got something like that we never did figure out. But if I hadn't mentioned making ADRs, she would not have known any different. When I mentioned the need to make ADRs, she said she didn't need to make any dining reservations, because he had booked a dining plan for her that allowed her to cut to the front of the line for any restaurant.

Thank goodness a fellow coworker that worked on her unit, used to work on my unit and knew I went to WDW several times a year and recommended she call me.
