@Dug720 I agree with your TA as of today the capacity is managed below 100% currently but Orange county has moved to the Orange level and Covid-19 restrictions have been adjusted to reduce social distancing from 6ft to 3ft.
Jackie Gailey here from WDWInfo ( part of the DIS family ) posted about the new Orange county guidelines yesterday.

By July 19th capacity levels may have increased at WDW Parks and at the resorts. They have added the BC (May 30), WL (June 6) and the BWI (July 2).
Disney has recently added additional Disney Park Pass availability for May and June as they did earlier this month for (April).

But we have yet to see what Disney will do. They are a private company and don't have to be subject to relaxations if they are not ready.
It may be that a lot of that "additional availability" was them cancelling park reservations without admission attached. We just don't know yet.
Maybe they aren't ready to relax some of their mask requirements because even more people will show up ( which they would probably love, but they aren't staffed enough yet ) Then again, they probably will wait till Juneish anyway to start that for the summer
You are 100% correct that Disney will forge their own path for increased capacity but as more resorts open both on and off property unless they want to go to 24 hour park operations they will need to raise capacity levels, reduce social distancing spacing, and maybe other creative ideas like Virtual Queues for other attractions.But we have yet to see what Disney will do. No the additional availability happened before today when the new policy actually started to sweep for orphan Disney Park Pass reservations. Did you happen to see a bus schedule for the Goldline bus that has been running the loop of the Monorail resorts before Monorail service starts in the morning for Breakfast and after Monorail service ends in the evening for dinner options?
