Disneyland Halloween Predictions? Capacity? Parties? Restrictions? Out of state guests?

To be honest, it kind drives me nuts when I see these posts, because obviously the answer is "NOBODY KNOWS!" None the less, I'm curious... what are your predictions for this Halloween at Disneyland?

1. Will out of state guests be allowed yet?
2. What will capacity be restricted to?
3. Mask still required?
4. Will the Halloween party return (Bogie's Bash again?)
5. Fireworks and parades?

I know know one really knows. But if we can assume that Covid is pretty under control by summer with no new major spikes due to new variants, etc... I'm ASSUMING all states will be pretty open by then (many already are open with zero restrictions)... then what will Disneyland look like?

I know even in relaxed Florida, WDW is STILL not anywhere near 100% reopen, and its been reopened for nearly a year. With Halloween season (late August) approaching in only 4 and a half months), how much progress towards normalcy can Disneyland achieve. By then, they will have only been opened a few months and I can't imagine them going from 15% to full throttle in as little as 3 months.

The combination of variants eluding vaccines, states reopening too quickly, and the press for "normal" behavior will cause at least one more major spike somewhere in the country in the next few months. As long as anywhere in the country is still getting jackhammered, California won't be in any hurry to reopen to out-of-state guests. They'll also wait until they see that schools have reopened without major issues - only then, they'll start to reopen things.

As long as the parks are running at restricted speed, they'll keep staffing at a minimum - hence, no parades, fireworks, or parties. (Hours will still be shorter for the same reason.)
 
I doubt we’ll see a Halloween party and based on California I wouldn’t be surprised if capacity was still 50% or less. Potentially out of state guests but I wouldn’t be surprised if they still were limiting that, or maybe they’ll start pulling the vaccination card like international travel has.

I think we still have about a year of pretty severe disruptions. 2022 summer onwards I would hope things will be back to normal (not considering possible budget cut affected things.)

My guesses, based on nothing substantial:
1.) Yes
2.) 35 - 50%
3.) Yes
4.) No
5.) No, but probably villains walking around and pop up cavalcades.
 
Here's my shot in the dark:
1. Yes, I appear to be in the minority, but I expect out-of-state restrictions to lift sooner rather than later.
2. 50% but will feel pretty "crowded"
3. Yes, I think masks will be required until kids are vaccinated
4. No, but maybe? If they think they can make more money by offering some type of ticketed experience, it's possible.
5. No, I think fireworks and parades will stay gone for awhile because they're expensive and Covid is a good excuse not to have them. I think they're going to be looking to squeeze the budget, and that, even more than safety, will prevent shows from returning.

I do think they'll be fully decorated and will have Villain appearances and a bunch of special merchandise and food.

But I'm hanging on to hope for Haunted Mansion Holiday... Rides are the big draw in a covid theme park era so come on Disney, give us this.... 🤞🤞🤞

I can never make up my mind on HMH. We normally only go for Halloween, so out of all my trips to DL, the only time I've gotten to see "The Haunted Mansion" was when I went for the 50th. I love the overlay, but I also don't mind getting a chance to see it in its intended form.

I may be a bit of a pessimist, but it will be awhile before things look more normal. If you look at WDW, the only thing available to them and not Disneyland is out of state guests. They are supposedly still at 35% (although I seriously have my doubts on that from my visit a couple weeks ago) and it has been 9 month open. WDW did not have parties last year (Halloween or Christmas) and nothing has been announced for this year there yet and those tickets are often on sale by now. No fireworks in WDW yet because those cause huge gatherings in small areas so those are to be avoided too. Things are going to be even slower in CA (compared to FL) and Disney is not going to be in a rush. The last thing they want is a break out or super spreader event tied to them. When people think of the measles from a few years ago, they think of Disneyland and in no way was that Disney or Disneyland's fault.

I would answer this like how DWorld have opened. Limited release with mask requirement. No parties. No parades/ fireworks.
