Hello, long time Disney Family, first time on DCL (since it was the Big Red Boat!). I have a 5 and a 2 year old. The 2YO will be 3 in May. He is fully potty trained and very verbal- full sentences, no problem communicating etc. My fear is the boys will be less likely to go to the kids clubs if they have to separate (the younger one seems like he will have to go to the nursery based on age). Do they ever make exceptions for siblings to stay together? Any tips on how to navigate this issue?

Unless your cruise is after when the 2 year old turns 3, he will not be allowed in Oceaneer's Club/Lab. Under 3 goes to the nursery. That said, there are Open House times in Oceaneer's where you can accompany your younger one in to play with the older one.

Time was they would let kids "age up" if within a month of their birthday. But it doesn't happen much anymore.

No one here can tell you if you will be able to get him into the kid's club (vs nursery). The CMs onboard make the final call.
 
If you mean getting a two year old into the club or lab when is not open house, unfortunately there is no way around it any more. Three and older. Even if a child turns three on the last day of the cruise, they can't get registered until the last day of the cruise.
It used to be 2 and 10 months, potty trained and CM discretion, but that changed quite a while back now.
