I have that VHS tape with the original box that looks like a refrigerator. I still have the letter, booklet and coupon for $2 off the 2001 Official Guide. The tape was first distributed in November 2000 for the year 2001. It says so in the back of the booklet. I've searched Google and YouTube but I can't find the video online.

ETA: the booklet also gives dates for special events; Flower & Garden Festival April 20 - June 3, 2001, Food & Wine October 20 - November 18, 2001, Osborne Lights November 21, 2001 - January 6, 2002. So I'm pretty sure this is the 2001 vacation planning video.
