where can i buy the disney gift cards? are there any hidden fees or charges when using them

I bought mine at the local Disney store. Some people purchase them online or when they're at WDW. No hidden fees associated with them.

I don't know where you are from but they have Disney Gift Cards in Cub Foods stores, if you have those in your area. There are no costs and no hidden fees.
