Yep, I've had issues with this too...it has been around for awhile...never really noticed until I started using more gift cards...Gap, Disney, etc...

It varies by merchant. Gap and Nordstrom give ebates when you use a gift card to pay. Lands End doesn't. It's hard to keep straight. I know if I go through mrrebates I never get a rebate if I pay with a gift card.

It looks like they will. Next to "add to cart" it says "out of stock online", instead of "not sold online" like the other giftcards sold only in store.

This is a good sign!

Eeeeck, now it's down to 4.3% off, but with the code its 7.3% then topcashback 1% and whatever reward card you have to buy the Target gift cards and it's still a pretty good deal.

I believe so, I got the fraud error a couple of times. Always when using a prepaid visa gift card too. I actually emailed then about it and they responded saying they are upgrading their security measures but things should be fixed in about two weeks. Having gone through Raise and Card cash I can say that Raise at least let me call in when my visa gift card put up a red flag and they arranged my account so it wouldn't keep doing it. Cardcash was extremely glitchy and annoying to use but I did get my gift cards within about ten minutes so that was a plus. Not to mention they are less popular so you can easily snag the 8.5%. I only had a few cases of cards going unavailable before I could checkout. BUT I wasn't able to use my visa giftcards for the purchase which was annoying since I wanted the extra 5%back from my credit card. Ah well, money saved for a few hours violently clicking!

This explains how they went through their inventory so quickly. I bought a $500 yesterday at 7.5%. They had over 600 cards. Gotta love gift giving holidays.
I looked today and they are well below 4% and less than a 100 cards.

Yes, there's a way to purchase Disney GCs online at Target .com and you can still get the 5% REDCard discount on your purchase. Some people have also been successful in getting an ebates .com rebate for their Target .com purchase. If you buy your Target GCs at a discount (on websites like raise .com or cardpool), using a rewards credit card and shopping through a rebate portal like topcash .com, you can save even more money. Or if you have a grocery store that has fuel perks for GC purchases, you can save that way, too.

yes i've read quite a bit- but I was so skeptical of the gift card sites, and none of my grocery stores have programs like that. no offense- but it's pretty confusing! thanks for breaking it down a little farther.
