I don't have my annual pass on me so I can't log onto the official disney site.

If I buy an AP in advance and get the voucher, is that enough to let me order the DDE card, or do I need to wait until I actually activate my AP? If so, can I buy the DDE at the same place where I activate the AP?

You can not physically purchase the DDE card at WDW, it has to be done by phone.

If you have an actual voucher and not a "will call" claim letter, there should be codes on the back of the voucher that you can use to order your DDE card. Another option is to wait until you've activated your AP, then call DDE (during their business hours-no weekends) and they can fax a letter to your resort that you can use for your trip.
