I would say since Disney refers to it on their own website as "Complimentary Transportation Service", I would say that clearly states it is primarily meant to be transportation. Items such as luggage delivery, luggage assistance placed under the buses, and air conditioned buses are meant to be perks of that service, IMHO.
How It Works
1.Reserve Disney's Magical Express Transportation when you book online or by calling (407) WDW-MAGIC or (407) 939-6244. Guests under 18 years of age must have a parent or guardian's permission to call.
2.Upon landing at Orlando International Airport, skip baggage claim and proceed to the Disney's Magical Express Welcome Center in the Main Terminal Building, B side, Level 1. Disney's Magical Express service will collect your luggage and deliver it directly to your Walt Disney World hotel room within 3 hours after you check in at the resort. Luggage delivery service provided by Disney's Magical Express is available for flights arriving between 5:00 am and 10:00 pm daily. 3.International Guests flying into Orlando International Airport from another country must follow the U.S. Customs and Border Protection process and claim luggage after disembarking the plane. Maybe you can get away with sending off luggage and not using DME for yourself, but it is clear that you are not supposed to. So just because you are getting away with doing something, doesn't mean you are supposed to be doing it. Ask anyone who has to deal with line cutters in the parks.

Of course, the part you quoted doesn't say you MUST skip baggage claim. In fact, if you'd look at the link posted, the opening paragraph...I'll quote a different paragraph:

The fact is Disney will take luggage guests drag over to the DME desk, at any hour of the day or night. The fact is Disney will transport yellow tagged luggage even if the guest doesn't ride the bus.
I hope the posters in this thread will be diligent in reminding posters who want to get their checked luggage that in doing so they're violating Disney's rules.
The instructions (which you quoted) show HOW to use DME. No where does it say you MUST use DME. Conversely, the link does say you MUST use the motorcoach transportation to use the luggage service. But I didn't, and I would venture to guess that most people don't read it either since it's already explained to them either during their booking process or when the packet arrives in the mail. The OPs first post is discussing this very topic....I'm not letting any secrets out here. Anyone could certainly try to do this....just like people tried to return to fast pass beyond the posted time and found out nothing happened. I generally agree with this. But I also believe that Disney isn't horribly concerned about people who only take advantage of part of their free service.To me, luggage retrieval is still just a perk of using the transportation.

It isn't a stretch as in Disney may say neither is allowed, but doesn't do anything to the people who participate in either act. That is all I was saying.
However to most people knowing something is not allowed is reason enough not to do that thing. They don't need to be forced into proper behavior.
actually DME is a luggage pick service, as well as a people pick up service. And, it (Disney) has a related service (RAC) that does the exact same thing on the way back TO the airport with no fine print. You don't need to take the bus to use RAC so many people might assume it's the same way in the opposite direction.To the letter of the law Disney states you can't use DME just to transfer your luggage. Could you get away with it, yes, but that is not the same as it being allowed or advocated. DME is not a baggage pick up service.
On a side note, I wonder where Mom is tonight? The fact that she hasn't been along to scold us in her not so mean way for even discussing this is a bit surprising.
