Disboards lists a Hol. Studios FP kiosk as being outside the park by guest relations?

Can I go there and use this one pre-park opening?

The FP+ kiosk is not outside the park.
The Guest Relations at DAK that the DIS/WDWInfo mentions is inside the park.

That Guest Relations building at DAK has windows that face outside the park, but an entrance for guests that is inside the park.

IS there a kiosk inside at Guest Relations at front of the park after you enter the park on the left? I never knew this I always walked to kiosk at TSMania while the family went on RRC. It seems I went into the little house looking thing that used to have art in it, there is no kiosk there, so it's in Guest Relations in the other building where the baby center is ?
