Actually, this should probably be posted on the Dining/Restaurant post but as to your other question they will, or should be announcing free dining beginning August 15th through the end of September.

No one knows for sure if free dining will be offered, but IMO it is highly likely.

There are many animated discussions about it on the Resort codes & rates board.
