Yes you can, you can book it as 'room only'. There can be discount codes for these (in the same way that you get 'Free Dining' deals), best ones are usually Annual Pass (and depending on savings it might be worth investing in one of those just for the room discount) but they sometimes offer general public codes.
I've never booked (or even looked) through Disney UK as I'm DVC so I'm sure someone will correct me if I'm wrong but I have a feeling they only offer the package deals on there. If so then it would mean booking direct with Disney US though I'd actually recommend using Dreams as then they'll also automatically try to apply any discount codes if they're released saving you the hassle of watching and calling all the time yourself.

Edit: You can of course still buy a room/ticket package without dining, but it's really not a good deal without Free Dining, and with the concierge lounge FD could possibly be overkill.
