Dining PLan Question

My cousin is thinking of joining us in December. She has a hold on a package with dining. Her step-daughter is 16 but looks like she is in her mid 20s. She is 5'10" with the figure of an adult. I know the room keys say, for instance, 2 adults, 3 children. Will a 16 year old be listed as an adult or a child? She is worried about recent reports that they will only allow you to use the dining plan for the number of adults listed on the card. Her step-daughter does not have a drivers license as she lives with her Mom in NYC and they do not have a car. I suggested she get a photo ID before they leave and my cousin is going to suggest that but of course she has to rely on her DSD's mother to take her to get one and there is a lot of animosity towards my cousin for DSD's Mom so I guess there is no guarantee that request would be honored.

Anyway, my cousin has said as much as they want the meal plan, if it means they are going to have to fight to get to use it most of the time, she doesn't want to bother. She asked about listing her DSD as an adult since her tickets and meals would cost the same wether she is 16 or 26 but the quote went up considerably b/c of the fee for the extra adult.

So just wondering if a 16 year old would be noted as an adult on the card or not. Siince she is an adult in terms of pricing, could she be listed that way?
 
For Dining purposes an adult is anyone over the age of 9. Once a child turns 10 they are an adult for Dining and park passes. Once they turn 18 they are counted as an "extra" adult in the hotel rooms.
 
YEs, but on the key to world card, as I understand it with the dining plan (we haven't used it yet so I don't know firsthand) it says how many adult and how many children are in your party. So kids 10 and up are adults as far as pricing but are still called children till they turn 18 when you make your reservation. Are they listed on your key to the world as adults of kids? For my cousin, they will have 2 adults, a 16 year old, 7 year old and 4 year old. Will their key to the world say 2A/3C or 3A/2C? Someone at her bunko group got back not long ago and had a couple of meals where they had friends join them for dinner and they wanted to pick up the tab with the dining plan but they were told that since the card said 2 adults, they could only use the dining plan for 2 adults, not for all 3 adults. My cousin just doesn't want to have to argue with servers and restaurant managers that her DSD is not an adult (even though she looks like one) in order to get to use the plan if their key to the world card says 2 adults.
 
With the scenerio you presented for your cousin she will have the following:
On her hotel reservation she will have 2 adults (age 18 or older) 1 junior (age 10-17) and 2 children (age 3-9). On the key to the world cards the 2 younger will have "child" on their cards; and the 3 older will have "adult" on their card. For her meal plan she will have A:3 C:2 which stands for 3 adults and 2 children.
Your cousin won't have to argue with anyone about her step-daughter's age, and her step daughter won't be required to show an ID.
 

Thank you! That's what I was hoping to hear! :) She will be glad to hear it won't be an issue! I just didn't know if the notation was for dining adult/child or reservation adult/child since they are different.
