dining plan issue?

Hi. I'm new, so bear with me, please.

I thought free dining plan was going on now, but when I try to check for a price quote on the Disney website, it always adds money for it. Is it going on now or am I confused?

I'm trying to check prices for a trip from September 12-19 at a value resort. Can someone straighten me out, please?

On the opening page there is a link for stay and dine, you have to click on that and then go thtough the process. If you just stay on the regular booking, it will add the cost of the plan. I hope you understand this.
