Did not get DVC email on transfers

I've been off the boards for a while and I see some threads about limiting transfers. Was an email sent to everyone about this and I just didn't get it? I checked the DVC website and didn't see anything about it. Can someone explain in a nutshell what this is all about or point me to a thread that does explain it? From what I gather, you can still rent your own points and you can transfer to and from another member once a year. This doesn't affect banking and borrowing, does it? If I understand correctly, this once a year transfer limitation is being done to stop several transfers into one account for the sole purpose of renting those points.

That's correct. You can make one transfer, either in or out, per Use Year.

This doesn't affect banking and borrowing, does it?
