I feel like this is new? Non vaccinated take one at home AND at the port? Not that it matters for me, we just came back.

It's talking about kids the age that are allowed to sail without vax, not adults.

The new part is that the mandatory vax age went from age 5 to 12. All unvaxxed kids have needed to get a PCR/NAAT test 3 days before and test at port before boarding, and vaxxed have been able to pretest up to 2 days before.
 

Nothing new except the age changing from under 5 to under 12. The double testing has always been in effect for unvaxed children.
