Delaware Residents...Halloween Question

Is the official trick-or- treat day for New Castle County 10/31? A flyer is usually sent around my father's neighborhood saying which day and what time trick or treating is but this year he didn't get one. Any help would be appreciated. Thanks!

Here in Dover we are going Sat. night from 6 to 8pm. I have no idea about New Castle. I checked the internet & couldn't find anything. Sorry.
