Not much you can do except talk to them yourself, if CMs on site won't enforce. If you call the front desk you get a call center. Doubt you'd want to schlep all the way to the hospitality house to tell the front desk some guys are smoking cigars at the Turtle Pond pool. If you called security they'd probably laugh after hanging up.

Pretty sure the smaller pools don't have lifeguards so the best that could happen is to press the snack shop CM to call management.
