DDP only while at Vacation Club Resorts?

After reseraching a bit, we decided to go with the DDP for the 5 days we'll be at WDW next week. We're staying at Animal Kingdom Lodge for the first two days and then at Saratoga Springs for the next three. The woman who made our DDP reservations said that we can only have them while staying at a Disney Vacation Club Resort. Is this true? It seems very silly to me, that they would limit the DDP like that. But ... :confused3 Was the woman mistaken? I don't meant to doubt her, I just want to make sure.

EDIT: We are DVC memebers and are using our points for both these reservations.
 
Yes she is correct. When using points at the non-dvc resorts members are not eligible to add the dining plan.

Not yet, and only a limited number of rooms will be available later this year. When the AKV are completed, that portion only will be DVC. AKL will still not be a DVC resort. Just like BC, WL and BWI.

You must be staying on points at a DVC resort to get the DDP without the total package as required by Disney at the other resorts. If you use DVC points at non-DVC resorts, you cannot get the DDP.
