DDE and not being an AP holder

Is this available to anyone even if they are not AP holders? I am getting very confused reading the posts and what it says on Deb's site We will be at WDW the first week of Dec. and I have to get on the ball if it is available to the general public. Thanks in advance

The DDE card has been available to Florida residents for many years and has just recently been made available to AP holders. I don't know of any other way to get the card.

AP holders ($50 or Florida residents ($75). It is not available to the general public. You must have the AP or an AP voucher and read the numbers from the back of it to order the DDE card.
