I do not know the answer to your question, rraili33tt, but I would give DCL a call with that question. They should be able to tell you. Not sure if they can guarantee exact date delivery or not. Will you please let us know what you found out? Good luck and happy planning!

Has anyone purchased the in room birthday celebration and if so, can you select the day that they decorations?

I have and they are great decorations. They are set up and ready for your embarkation day. No choosing a date though. Well worth the price in my opinion and they are re-usable on future cruises.
