Though I take everything the site referenced below posts with a grain of salt, as they tend to focus on anything negative they can say about cruise lines in order to drum up business, I thought this was a positive for DCL.

Although I agree that witnessing this testing may have been a bit disconcerting, it seems a good practice to make sure the crew keep up with how it works.
 
I agree, they have it on the ship, they need to be sure it works.
Nowhere to really test it privately.

If they are going to test it while guests are on the ship, a shipwide announcement would be in order. Routine testing is definitely in order because it would not be good if something happened and wasn't captured when it could have been because the system wasn't properly tested/maintained.

Any time I have been on a ship when drills are happening, announcements are made that drills are happening and any alarms are for crew only. Then an announcement is made at the conclusion of the drill so that passengers know any alarms going forward from that point should be responded to by all. I would be shocked that they did not make any announcements about a drill.

There are places it is hard to hear the announcements - in your cabin if you do not turn to Channel 1 you will not hear them; if you are in a very loud area it is difficult as people do not hush when they hear the announcement tone; if the passengers were off the ship when the announcement was made and came back on during the drill; or they could just tune out any announcements figuring they were about Bingo or other silliness. So I can believe that the person did not HEAR the announcements. But I do not believe there were none.
