DCA Tower of Terror Project Underway?

According to Lance over at Screamscape, ground has been broken at DCA for the Tower of Terror. I hope I'm wrong, but I am a bit skeptical. Everything I have read up till now is that the project has been delayed. Usually there is at least some news floating about the rumor mills before construction begins on something this big. Has anybody heard anything on this?
 
I heard that a press conference was going to happen last week to announce several new things for DCA, including the TOT and a holiday show, but in light of the tragic events, it was postponed.
 
While Screamscape is well designed, and I do hope that this is true... Don't forget that he announced a groundbreaking for "Fire Mountain" behind PotC at MK, when in fact the only construction in that area (an AC overhaul, cooling water pipes from Pirates to Splash, and a parking area for parade guest band busses) was already pretty much done. Take it with some salt, folks... always the salt.

Current construction is for a parade warehouse and a show support building for a new nighttime lagoon show. The tealeaves are very mixed on the other “rumored” plans. The ‘Bug Town’ carny ride area will most likely proceed because of the overwhelming need for childern’s attractions in the park (and the fact that the entire “expansion” will cost next to nothing). The ‘Hollywood Tower’ – it will be called anything but the ‘Tower of Terror’ – is still possible, but growing less so by the day. The company is going to be under tremendous pressure and all major projects are being carefully reviewed.

According to rumors, the ‘Fire Mountain’ concept started life as a clone of DisneySea’s ‘Journey to the Center of the Earth’, an attraction that uses the ‘Test Track’ ride system. One of Pressler’s first acts as overall head of Attractions was to cancel the show. WDI & WDW (which desperately wants a major attraction for the neglected Magic Kingdom) tried to go over Pressler’s head by tying the show into the animated feature ‘Atlantis: The Lost Empire’ since movie-ties ALWAYS get you an audience with the Big Cheese. The gambit failed. Remember that Pressler tried to halt construction of ‘Indiana Jones and the Temple of Doom’ here at Disneyland as one of his first acts as President of the park. He was only stopped by a few well-placed phone calls to the Skywalker Ranch (according to rumors). As it’s been whispered, “unless it sells Pooh, he treats it like poo.”
 
I've heard that the Tower of Terror project may be delayed because of the recent WTC attacks. They think that people screaming from a high-rise building looking like a bomb blew a hole in it and people plunging to a near death would not be in good taste.
