Does a garment bag count as a carryon?

Whatever it is the limit is 2 and a purse counts as a bag. 2 duffle bags seem to be ok.

Technically, a garment bag would need to be able to fold up and fit in the carryon size box. If you can't do this, it would depend on the gate agent and airline. No chance on Spirit, Delta and United would probably be fine, Southwest and AA are toss ups.
