I've read through many of the posts and I keep getting confused. Some sy mobility issues don't qualify so I am asking for advise from the pros.
My mother has a very bad hip. It has gone down hill very quickly and we just scheduled surgery for the Monday we come home. She can hardly walk and even standing for 10 minutes kills her. I have rented her a scooter to navigate the park. Can she qualify for a card so she doesnt have to stand in line the whole time so the stand by line? Even if I stood in line could she join me just before we get on the rides?

No, I'm afraid she won't qualify. You can take ECVs through most of the queues now and they will expect you to do that. You'll need to rely on your FP+ to reduce the waiting time.

As she will be in a scooter, it seems to me she won't need the DAS. She will be brought around to the handicap entrance and her party will go along with her.

DH was in an ECV this June and they would have us wait until another CM could put us through. DDiL was in a wheelchair and she and DD (pushing) would get in line--next thing you knew, they were escorted to the handicap area.

In all cases, we still had to wait our turns. Before the shows, a CM would come over and say how long until we would be seated. And then after, we would be shown the best exit strategy.

Not to create a stir but I can name a slew of rides that an ECV won't fit.... Peter Pan, big thunder mountain, space mountain, buzz Lightyear, jungle cruise, speedway, haunted mansion.... How does an EVC get through those? I don't want to go to the front but my mother can't stand in line for 30 mins

haunted mansion you go through the line to the indoor"show" then you go through an exit and board in a different area.

Hi , you cannot get the DAS card for mobility, but you can get it for other problems that would pertain to her not being able to be in lines. We just got back and had no problem with getting a DAS card , just do not concentrate on the mobility issue. Hope your Mom gets better. The DAS card should be for mobility too.

While the vast majority of queues at WDW are considered "mainstreamed" -- you are correct that a few in MK do not allow an ECV. At these attractions, there will be a wheelchair available to use in the line; she will need to transfer to the wheelchair and that will provide her a place to sit while in line. Post #11 of the disABILITIES FAQ sticky near the top of this page has more details, but these rides are noted as not ECV accessible:
Guests in motorized vehicles, ECVs, must transfer into an available wheelchair at these attractions (if you are already in a wheelchair, you can use it in the attraction and won't need to transfer:
Buzz Lightyear's Space Ranger Spin
"it's a small world"
Stitch's Great Escape!"
The Magic Carpets of Aladdin
The Many Adventures of Winnie the Pooh
Tom Sawyer Island Rafts
Walt Disney World Railroad

And there are a few rides that will have her enter through a different route entirely. CMs at these attractions will direct her accordingly. It is possible she may be issued a "wheelchair return time" to use the accessible entrance, but these are only used during very busy times so she may simply be directed to the accessible entrance.

Is she intending to remain on the ECV for the rides, or transfer to the ride vehicle? There are more details in the sticky I noted above, but some rides will require a transfer, some can accommodate a wheelchair, and a few may accommodate an ECV on the ride vehicle -- but that could result in a longer wait for the accessible vehicle.

There really is no way for you to stand in line and her to meet you.

Enjoy your vacation!

The few lines where an ECV won't go, they either give you a return time for an alternate entrance or have you transfer into a manual wheelchair.

The one exception I can think of is the Peoplemover - the only way to get up to the boarding platform is via a steep speedramp, so if you can't stand for that amount of time you simply can't ride.

And as the people mover is a continuously loaded ride, there is never a long line. So as long as the OP's mom can stand for 2-3 minutes, they could ride that too.

DAS is not for mobility issues. If you have a mobility problem then they just tell u to rent a scooter. We got a DAS in April but he has cognitive issues and will disrupt other people if having to stand in lines with other people.

OP - with an ECV or wheelchair your mom won't have to stand. How long is her limit? Even in the FP+ line she'll need to stand for 15+ or so. The appropriate option for someone who can't stand is to sit - an EVC or wheelchair is a permanent, mobile seat for your mother.

Lines that don't accommodate an EVC are handled individually as described above.

Sorry you had a hard time getting a DAS, but if lines are able to accommodate mobility aids (a perfectly acceptable tool for MOBILITY issues), there's no reason for a DAS. In the same vein a hearing aid is utilized for a hearing issue. If there is an alternate solution Disney can offer they will. They're not going to get themselves back into the mess that the GAC became (which was never intended for mobility issues in the first place).

Others have given you some good advise. When you get to the parks, get the guide for mobility disabilities. If it is not out when you go through the gates with all of the other guides, you can get them at Guest Services. Here is a link to recent guide. It tells you how to handle each attractions.

MK Disability Guide

You will see that Peter Pan indicates to see a cast member. From what I have read, and what I would expect if I was traveling with my mom or sister and their mobility aid, if the line is long, we would be given a return time to come back and ride via an accessible entrance.

most lines are mainstreamed and WCs and ECVs go all the way through. those rare ones( mostly in MK) that are not ADA compliant there are alternatives.. either being directed to a different entrance, or given a return time to enter the FP+ line

there is no real way to join someone at the ride load area without going through the line

those lines that cannot handle an ECV you are directed to transfer to a WC( of course the availability of one at the ride entrance is fluid let alone its' functionality)

Purely mobility needs are covered by a WC or ECV according to Disney and are not eligible for a DAS at all
