DAS and Military Ticket

Disney actually does regulate the number of tickets. I had gone earlier In the year, and used 5 tickets. I went back in December with a different group of friends and used the 6th ticket in December. When I activated my ticket WDW Guest Services reminded me this was the last ticket I could use for the year.
She said the bolded part wasn't enforced, which didn't pertain to the number of tickets permitted.

But yes, they certainly closely track how many tickets are being used - we are able to get 12 total, and they always remind us that we've used the max for the year.

I was referring to the rule that one ticket must be used by the service member. It's not true.

It IS TRUE that it's a stated rule. It may or may not be regularly verified, tracked or enforced - but it is part of the rules agreed to when purchasing the Salute tickets.
Personally, I find it pretty sad if a member of the US military can't follow rules without threat of enforcement. I'm not saying anyone on this thread fits that, just saying the expectation is to follow the rules. And with that comes a reminder that DISboards doesn't condone discussion of how to break Disney's rules.
