does anyone know if there is a cyber cafe at dlp??

There is not one but kiosks exist at the Holiday Inn and Santa Fe. Not sure how reliable they are but you put your euros in for a designated time.

Actually Santa Fe has a cyber cafe minus the cafe bit They have around 6 pay terminals upstairs from the restaurant. Of course you are welcome to take drinks and snacks up therer though!

The Explorers Hotel has a couple of terminals.You buy a card from reception for the amount of time you require.
