Yes, in a way, but it's very easy - they will give you a card at any store and there's a short form to fill out (all free). You want to fill out the form because it allows you to eventually get good coupons in email and in the mail and sometimes free samples.

It was certain regions of the East Coast - this has been a big coupon with Walgreens deals and most people had to buy the $5/3 from eBay or coupon clippers.
