The LIFT STATION for sewage is shown on the drawing next to the building. I checked google for lift stations and saw this link that mentions lift and pump stations:

I wonder if the building is for a PUMP STATION which is used to raise water from a lower elevation to a higher one. To get water to the new eyesore (and to get it up to the top floors of the building to flush, shower, and drink) would require pumps. New ones at that maybe since there is no service to that location currently (I don't know if the old River Country piping would still be serviceable or adequate).
Water tanks for cities/counties are built on high points (hills) so gravity can feed it through the system. But I live less than a half mile from Alabama's football stadium and the city uses huge pumps on the water supply system so the toilets, concessions, and other water needs in the upper deck (for example) can get the water they need. I don't know where a water tank might be that serves the Fort area or existing pumps but to get it to the upper reaches of the timeshare/resort behind Pioneer Hall, they might need new/more pumps.
It kinda makes sense if you think about it because the Meadow Pool is probably the biggest user of water (duh) in the Fort Wilderness area (second might be the HDDR/TE kitchen or cabin pool). But the Meadow pool is probably on the existing water supply network so that's where Disney can tap into it for more "pushing power" to satisfy the new demand that is coming.
Bottom line is, it could be a utility building for water pumps.
