We are heading to WDW for a Disney cruise. We've decided to purchase DVC for the 1st time. Should we purchase at WDW or on DCL? Are the promotions the same or does one have better current promotions. TIA!

The promotions are not based on where you are purchasing from, but rather how many points you are buying at CCV or Poly.
If you are not extremely emotionally attached to either of those two locations, I strongly recommend you look into the resale market. There is a significant amount of savings there.

I have heard of promotions on DCL, because it is harder to sell DVC when you cannot physically visit the product, and because giving fast passes is not effective, so there may be some incentives to purchase while on ship. They may also try to sell you “the sleeves out of their vest” by offering “double points” which for certain use years, you get anyway, no matter where you buy.

You are probably right there. Could be free dinner at Remy or something. Sounds nice at the time, but compared to the total value of the contract it's like getting an air freshener for free when buying a new car at MSRP.

There used to be differences depending on where you purchased. That's no longer the case.

No longer the case. Promotion value is the same at all sales centers. Sometimes the incentive can be setup differently, such as an onboard credit, but the value is identical.
