Cruise reservations

We have a room only reservation right now for April 4-10th. We will complete the package deal when rates are released for 2015 at the end of the month. I was wondering, do I have to wait (like dining and FastPass) to make cruise reservations? I would like to make reservations for the Pirates and Pals fireworks cruise that have to be made by phone and I'm wondering how soon I'm allowed to make it??
