Cruise bus

We are planning cruise in Nov and going to OKW first then Vero then cruise and back to OKW. We'll thought to rent a car at WDW when we arrive and drive to Vero. BUT Some questions - I hate paying for a rental while it sits at the Port. Does Vero have a car rental like WDW to return to? Does WDW provide any shuttle service to Vero? Can we take a cruise bus from Vero to Port and then back to OKW? The cruise is through a travel vendor ( discounted from Disneys rak) not booked direct throuogh Disny Cruise line.
