Critique my Epcot Strategy please!

Ok, we have a trip planned to WDW the last week of September. I am trying to finish up my fastpass requests so I can get them to my travel agent by the beginning of July. There will be 6 of us traveling: Me, my husband, my sister (28), my mom (gets very motion sick and can't ride many rides), and my twin girls (4). I am pretty sure both of my girls will NOT hit the 40" mark before our trip. They are shorties. Anyway, we have a 8:05am PPO breakfast at Akershus. We were hoping to boogie straight over to the A&E Meet after breakfast. Here is where it gets tricky. My husband and sister want to use their Tier 1 FP for Soarin later in the day. Of course, the girls will want to ride FEA that morning and my mom will too since I think it will be easy enough to not make her sick, so I was planning on using their Tier 1 FP on that ride. I know the girls will want me to ride as well. If I get a FP for FEA, when my husband uses his FP for Soarin later, can we do the Rider Swap since the girls are not tall enough to ride and will I be able to ride that as well? I don't want to buck the system, but I really would rather ride Soarin, but I think the kids are going to make me ride FEA. Boo. Thoughts?? Reading on the Rider Swap, I think it is fine, but we have never gone since we have had kids and I am not comfortable actually using it.
 
Yes that will work. You will just go to the entrance to the soarin line and ask for a rider swap. Sometimes they want to see the kid that's too small to ride (they did with my DS- they actually measured him to see if he was too short!), sometimes they don't. Your husband will get either a paper ticket or a lanyard to exchange for a paper ticket further down the line. Then you can ride the ride any time later (the paper ticket is good for the rest of the month usually).
 
If you are going on a weekday in late September, I would think you may well find the lines short enough to handle for everyone to do both, especially if you time it right.
