Every time I see them, I'd point my two fingers at my eyes, and then point at them, with a real creepy grin.
Most local ordinances state that when putting up a fence, the nicer side needs to face your neighbors property, that is why many now are identical on both sides.
I agree with what others have said, contact the police and have them come out and make a report about it. Take pictures as well for any future legal action that you may need to take.
Mine comes with music-he blares hate music all day. How loud are the animals? LOL
Ok we have a crazy neighbor. To make the story short this neighbor and us have had an ongoing legal battle over issues with their property. Recently they installed a fence and on the side facing us they graffitied (on their own fence) "BEWARE WE ARE WATCHING". Now we have to look at this eyesore/threat all day. We can't paint the fence because its theirs. Is there any legal action we can pursue?
Can you take a few boards off and rearrange them at different heights? You could make them resemble a giant middle finger![]()

Did the neighbors have to walk onto your property so they could spray paint their message to you on their side of the fence? If so I would address that whe you address the graffiti as well......

Sorry you are going through this, but I would be weary of making matters worse. I would contact the city/HOA and follow their advice.
Overall we have been blessed with good neighbors, but we have had two very unfortunate situations. We built a new house in a lake community. Our house had a lake view from the front of our house. The neighbors behind us would walk through our backyard to go back and forth to the lake. We asked them to stop, since they would leave the gate open and would often wake up our young children. They became very hostile after that.
We were the second to build in the subdivision, so we were able to pick a prime lot with several old growth trees in our backyard. We returned from an errand one afternoon and found the neighbor had cut all the trees blocking his "lake view" from his deck. Trees in our yard, not even close to the property line. He must have watched our routine to see when we left because it was quite the operation. He must have used a couple of friends because all that was left was waist high stumps. He even hauled away the trees!
We called the cops, but nothing came of that. We did take him to small claims and won a couple of thousand dollars. We planted trees, but nowhere near the size and beauty of the old. He said the property value of his "lake view" was worth the money he had to pay us. We put the house on the market shortly afterward. I was worried about what he would do next.
Years later we had a total nut job next door. He would spy on us constantly. He would come to our door to let us know that his aunt or someone was visiting, in case we were curious and asked if we would extend the same courtesy. I swear...every time I looked out the window I found him staring at our house. Luckily we were relocated, but we were contacted shortly after our move by the new buyers. They threatened to sue us because we didn't disclose we had a nuisance neighbor. I honestly thought he just had a problem with us because none of the other neighbors complained. Luckily they never pursued us.

Take pictures, call the police and zoning folks, then landscape/put up a fence on your side.
I guess it varies from city to city, but around here the Police wouldn't get involved in something like that.

Those floodlights are annoying though. My neighbor does this. (we live rural so I get the nervous factor but she has 2 huge dogs. ) I think she oes it just to annoy my next door neighbor. They really don't get along. It shines right into her baby's room and keeps her up, supposedly. You shold haveheard the commotion when nice neighbor brought lower wattage bulbs to the nut. She took them then smashed them on her own driveway. I'll have to tell her the mirror idea!
Really just redirecting that light might help the situation.
And on the fence, I agree time to plant. Or move.
I agree with this. Floods are a problem at night and if your SIL did not like them reflecting back at her, can you imagine how her neighbors felt? My neighbor has sensor lights on his shed. They shine like a beacon into my greatroom. If they were shining into my bedroom I would not be happy.
In regards to the fence, I think I would plant something and call it a day.
