They don't specify it as lunch or dinner...a Table Service (TS) is when you go to a restaurant and sit and a waiter/waitress takes your order for drinks and if not a buffet your meal also, a Counter Service(CS) is like McDonalds..you go to the counter and order your meal and find a table to sit at to eat it....you can eat either breakfast, lunch or dinner for either TS or CS...just limited as to 1 TS x # of days, 1 CS x # of days and 1 snack credit x # of days (but you can choose to eat two TS's in one day, and then two CS's the next, all snack credits one day, and some TS restaurants charge two TS credits for a meal) you can mix and match your TS, CS and snacks any way you like, but you are limited by the amount of TS< CS & Snacks x the number of days you are on the plan...so lets say you are staying 5 nights....you have 5 TS credits, 5 CS credits, and 5 snack credits....Day 1 you eat at Tony's Town Square for lunch, then do Boma's for dinner, and during the afternoon you had a bottle of soda using a snack credit....you now have left in your meal plan 3 TS credits, 5 CS credits and 4 snack credits..... day 2 you eat at Crystal Palace for breakfast (TS) and Peco's Bills (CS) for dinner..on your plan you have 2 TS credits left, and 4 CS credits left, and 4 snack credits left.....day 3 you have breakfast at Everything POP (CS) and dinner at Liberty Tree Tavern (TS) and during the afternoon you wanted a water and a popcorn (snacks)....you will now have 1 TS left, 3 CS left and 2 snack credits....day 4 you eat at the Electric Umbrella (CS) for breakfast, the Cantina De San Angel (CS) for lunch, and the Sci fi diner (TS) for dinner....you now have no TS credits left, 1 CS left, and 2 snack credits left...day 5 you pay out of pocket for breakfast at Chef Mickeys, eat lunch at Pinocchio Village Haus using your 1 CS that's left, and pay out of pocket at the Biergarten for dinner.....you have 2 snack credits left that you must use...buy 2 waters for the room and your meal plan and vacation are over!
