Has anyone booked through CostCo's travel site? I'm curious how the Preferred Character Dining benefit works... is it a voucher/card/whatever?

It is a voucher for each person.. Looks like one of the hopper tickets. If you read the fine print on the back.. It is good for Ariels or Goofy's. But each one is valued at $40, so you can use it for any other restaurant or counter service and apply it towards the cost. So if you have a family of 4 you will have $160 to spend on meals.. FYI.. you will not get any change or credit back, so you purchase a meal for $35 for your entire family, you only need to hand over one voucher, but you will not get anything back.

Yep, what lucky said. :)
We used ours for Blue Bayou, and just paid the difference. We were going to use it for breakfast at the Plaza with Minnie, but realized it was cheaper to just pay for that meal, and use the vouchers for the more expensive meal at BB.

Agree with the others

The vouchers looked like paper tickets for us. We used them at Blue Bayou, PCH Grill & Cafe Orleans.

argh!!!! totally wish i knew that about being able to use it at other venues! We planned a Goofy's kitchen on our going home day just to use it up. Would have been so much better to apply the cards to our other meals throughout our trip. Nothing so horrible about Goofy's, but my boys just don't eat much at buffets so character meals being extra distracting means I have hungry kids in half an hour!
