I know many people hate construction walls. However most of the construction that is needed in Epcots can be done without construction walls being too obtrusive. A Ratatouille ride in France could be build in rear of the area without any problem. I still hope one day that they build the river ride in Germany. They can also build the Alice in Wonderland ride in England in the rear of the Pavilion. As for Energy and the replacement for WoL, having one wall for the two of them should not be too obtrusive. In fact if they wanted it could all be worked on at the same time. Then after one or two rides were done they could redo Imagination.
