I saw on a previous post that you can only apply once in a 6 month period for an hourly job. I applied in march and got Fall 2013 so does that mean I can apply in September for Spring 2014??

You won't apply for spring 2014, what it means is you extend in the fall. You can only do a CP for a year (or do a CP for 6 months and then a PI for 3 or 6 months). An internship cannot last more than a year.
