Park hopping is when you enter more than one theme park on the same day.
Going to MK and then Epcot is park hopping so a park hopper would be required so no it would not be possible to go to MK during the day and Epcot for dinner if you do not have the park hopper option on your ticket.
A long time ago, before park hoppers existed, it was possible to enter Epcot from the International gateway in the evening - after 6PM if my memory is correct - to get to a dining reservation in WS. It shows my age that I remember that.

The answer is still no. That is the reason my wife and I always get the park hopper. It allows for dining in another park if you didn't wish to stay in tht one park for the entire day. There is another option though. You can still dine at Epcot, you just have to pay the entrance fee. Somehow I don't think that is going to be an option.
