Confused on transferring points.

I am planning on booking a disney cruise next year and am considering trying to make my points available for transfer [don't feel comfortable with renting], and paying for the cruise on cash rather than on points. I have a December use year and have already used up my Dec '04 use year points. For the Dec '05 use year I have coming 274 BCV and 200 SS. My question is whether the points are available to transfer now or would I have to wait until at least Dec 1st, '05 to transfer? I have called MS 3 times and have been given 3 different answers. One CSR [at MS] said that I could transfer the points now, but only into another account that is currently in their 2005 use year. Another CSR told me that the points could be transferred now to another account, regardless of which use year ['04 or '05] that the other member is in. A third CSR told me that I could not transfer any points until Dec '05 because to access them now I would have to borrow, and borrowed points can not be transferred. Needless to say I am very confused and would appreciate any information that another DVC member may have.

This is one of the areas where you'll keep getting different answers. I think you'll be OK for transferring to either 2004 or 2005 use year though you may have problems for either that are too different from your own. For example, transferring to a 2004 Feb or a 2005 Oct may not work out either for you or the recipient.

Just remember that transferring for pay is essentially renting. It gives you the same benefits, risk and potential headaches as renting directly (no more and no less) if you plan appropriately. Appropriately would be renting current use year points in the first half of your use year. It's the same as requiring full payment up front and making it non refundable. Just because you do a transfer does not automatically mean your done. As noted, transfers can be quite complex and the rules don't match the real life well at all. That can easily lead to a situation where one pays you for a transfer and then gets upset because things don't work out they way they expect. BTW, this happens all the time with transfers.
 
I can't answer your question on if you can transfer yet or not, but I think that transferring seems a lot easier than renting. I transferred points to another member recently so we could use the money to cruise. It was quick and painless. I didn't have to make other reservations for someone and hope that they don't stick me with cancellation at the last minute. We agreed on a price, signed a contract, transferred the points, and received the check in a matter of 2 days. So from my prospective transferring is much less complicated than renting.
 
try calling ms one more time, 4 times might be a charm. i was given 2 points from a very kind dvc member and i think their use year was dec. , the points were transferred to me but i could not use them for a ressies until after dec. 1st. i used them on my christmas ressies. ;)
 

Also, though it has never been enforced to the best of my knowledge, while renting is officially not prohibited, transferring points in exchange for any consideration (i.e., payment) is expressly prohibited under our contract.

Actually renting is expressly allowed. And my interpretation is that DVC could prevent transfers for payment, they obviously don't care about it nor is there any reasonable reason they should. They don't want to try to enforce it because the only reasonable way to do so would be to prevent it entirely. I'm sure their main reason for the rule as written is in case there is a problem, they can say they weren't involved. Besides, they wouldn't want any negative publicity or intervention with the state regulators.
