No, UY has nothing to do with when you make reservations. You make reservations 11 months before the day you want to check into your home resort or 7 months before you want to check into your non-home resort.

You must have points in the UY you are making the reservation for. So if in November 2012 you want to make an October 2013 reservation, you must have enough of your 2013 points to complete the reservation.

No, DVC reservations can always be made 11 months ahead at your Home Resort (or 7 months ahead at other DVC resorts) using points that will be available for the reservation dates.

You could make a reservation using October, 2013 points anytime after October 1, 2012 using points borrowed from the October, 2013 Use Year. Points may be borrowed from the next Use Year (which, right now, is October 1, 2012 for those with an October Use Year with no points in the October, 2012 Use Year). Reservations for stays beginning on September 1, 2012 (or earlier) may be made beginning on October 1, 2102 using points from the October, 2013 Use Year. You will not have access to those points until October 1, 2012 since right now those with an October Use Year are still in their 2011 Use Year. On October 1, 2012 you will be able to borrow 2013 points into your 2012 Use Year.

If you are considering a purchase of a contract with no points until October, 2013 you might want to figure that aspect into any offer made.
