Confused about Mexico...

We're traveling with toddlers - going to Cozumel and therefore, must take a Disney excursions. But according to this - https://wwwnc.cdc.gov/travel/notices/covid-3/coronavirus-mexico - you do NOT have to be vaccinated to go to Mexico. So whose requirement is this? I'm not looking to debate, just trying to understand.

CDC says you do not have to be vaccinated to go to Mexico and CDC cannot dictate requirements for entry to another country.

But they can come up with guidelines for cruise ships departing from the US. And whether or not DCL *has* to follow those guidelines, so far they are.

I believe it's so DCL can more easily contact trace if there is a positive case on board. I think they want to keep folks in a bubble.

It's not about entering Mexico it's about returning to the US, so as was said it's to keep the bubble intact.
