Confused about dining plans - help!!

In all our trips to Disney, we have never used a Dining Plan. I've read a little about them here on the DIS, but I am confused. So what are my Dining Plan options? I am not an AP holder, not a FL resident, I AM a DVC Member, therefore we are not booking a "package" that includes lodging and tickets, etc. Is there a Dining Plan available to folks like me??

Starting 4/1 the dining plan will be available to DVC members

Under the dining plan, for each day that you are there you get, 1CS credit, 1TS credit, and 1 snack credit. All credits are pooled, so you can do 2 TS one day(or use 2 TS credits at one meal) and then the next day do 2 CS meals, they are use or loose.

But do I have to book a package to use the dining plan or can I purchase it separately? How much is it? Is there a list of restaurants or is it anywhere in WDW? Our next trip is before 4/1, so we won't be able to use the DVC Member plan. We are, however, considering buying AP's - is there a special dining plan available to AP holders?

OK, I'm beginning to understand this. If we buy AP's, then we can get the DDE, which is a 20% discount at most of the TS restaurants. Other than that, there is no other dining plan available to me as a DVC member until after 4/1. Does that sound right?
